the fiscal year 2013 defense authorization bill. there are provisions that directly were prohibited in the defense authorization bill. i respect your knowledge of the senator from alabama and senator from maryland underfed species paper we spent three weeks and hundreds of hours of hearing an amendment to mark a. we said, for example that there would be no money for palm until we have a coherent strategy laid out by the administration as to how we were going to lament the base realignment. the fiscal year 13th defense national authorization act prohibited expending that money. now what if they cram into this 587 page bill? a hundred $20 million for regional health laboratory in civilian wastewater improvement on qualm. why? i asked a friend from alabama, whether to directly contradict the authorization bill that was just past is that nobody would be given for these purposes until they develop a strategy for the base realignment and qualm. if you because the senator from alabama and ireland know something more than the defense of the racers stayed, that we had debate and discussion h

. in a hearing of the senate armed services committee last month, i asked secretary of defense leon panetta and chairman of the joint chiefs of staff, martin dempsey, whether they agreed with a proposal reportedly developed by former secretary of state hillary clinton and former c.i.a. director david petraeus last summer to have the united states arm and train members of the syrian opposition. i was very pleased to hear both secretary panetta and chairman dempsey state that they supported this proposal which unfortunately was refused by the white house. what this means is that the president overruled the senior leaders of his own national security team who were in unanimous agreement that america needs to take greater action to change the military balance of power in syria. beyond providing arms to the opposition, we have other capabilities at our disposal that could make a decisive difference on the ground and save lives. i'll just give you two examples. nato has deployed patriot missiles batteries in turkey that are capable of shooting down syrian aircraft as far south as illepo. we could

the department of defense's ability to procure biofuels by $60 million is a step in the wrong direction. biofuels are an american industry, growing energy right here in our own backyard, energy at home, made in america. in my own state, the los alamos national lab is growing the next generation of algae feed stocks for future biofuels. so we're doing some great research in this area of biofuels. we also have a bio refinery facilities operated by saffire energy near columbus, new mexico. this facility is up and running and can produce 1.5 million gallons per year of fuel. that's fuel derived from these advanced generation algae. this story is not unique to new mexico. texas, california, missouri and iowa lead the united states with the number of biorefineries per state. this amendment limits opportunities for bioenergy companies across the united states. biofuels are a significant source of energy for the department of defense. we should provide as many opportunities as possible to grow this industry. we should maximize the long-term economic and national security benefits of u.s. biofuels. and it

on the national debt alone are set to exceed everything we spend on defense. interest on the national debt is going to exceed everything we spend on defense in just a few years' time. so the path we're on is clearly not sustainable. with that in mind, i hope democrats will offer something serious today rather than what i hear may be the case. i hope they face up to the fact that they already got the revenue they're going to get. they already got the revenue they're going to get. so they can start dealing with the real issues that are leading us to fiscal ruin. i hope they'll finally stop trying to shield the washington establishment from every single attempt to eject a little more accountability and reform because if the reports i've seen are correct the budget they plan to offer would do none of these things. it would only speed up the dangerous trajectory we're on rather than change it. entrench government waste and cronyism rather than route it out and make things worse for the families we represent rather than giving them some hope. and hope is something the american people really, rea

defense secretary, chuck hagel, was just leaving the country after a three-day visit. barbara star joins us live now from the pentagon. do you have anything more developing on this story, barbara? >> we do, indeed, ashleigh. a very grim reminder of the war's toll, two u.s. troops killed in wardak province and now we're indicating as many as ten americans wounded in this attack. the perpetrator said to be a man wearing a uniform of afghan security forces. and like in so many of these attacks what we don't know is was he a legitimate member of the afghan forces or just wearing, perhaps, a stolen uniform? all of that under investigation. but the fact that the toll is so large, officials say they believe this person has an automatic weapon with him. this happened in wardak province, ashleigh. that's just west of kabul, and that's the area of contention right now between hamid karzai and the u.s. military. he's ordered all u.s. special forces out of wardak province. the u.s. is trying to negotiate that with him. they consider wardak, the u.s. does, a very crucial area. it's on the road basica

're not just suing because e the treatment was bad. the result is doctors practice defensive medicine. you go to a doctor, you go to a hospital, they order a slew of tests. not because you need them because they want to make sure they're covered. because if they ever end up in court, they can say to a jury, look at all the tests i ordered. what do you think pays for that? we do. there are places in florida where obstetricians don't even have coverage at all. they go bare. and what they do is they hire these lawyers to protect their assets so they can't be sued. and i know true stories of obstetricians that won't see certain patients anymore because they're afraid of the outcome of what may happen. and so i think that we need to look at perhaps not as a part of the insurance situation but in health care across the state, ways to incentivize states to pass medical malpractice reform that protects patients, patients, people should always have the right and access to the court system for wrongdoing and especially to be compensated for their economic damages. so if a doctor commits malpractice and
